A railroad stop that grew with San Antonio

Kirby began as a railroad stop. It became a station on the Galveston, Harrisburg and San Antonio Railway in 1877, and the city's own history says a man named Kirby stockpiled his railroad ties here. The city was incorporated in 1955. By 1965 it had 680 residents, and it then grew rapidly with San Antonio and Converse, to 8,326 by 1990.

Homes from the 1970s and 1980s

That boom still shapes the streets. The Census Bureau's 2020–2024 survey puts the median year built at 1978. About 38.7 percent of homes date from the 1970s, give or take 10.8 points, and 25.0 percent from the 1980s; only 5.9 percent were built from 2010 to 2019. The 2020 Census counted 8,142 people in 3,158 homes, and the July 2025 estimate is 8,211. The median owner-occupied home is valued at $165,500.

The city runs the Kirby Pool at 3211 Charles Conrad. The Timothy J Wilson Hike & Bike Trail opened on March 16, 2018, and runs 0.92 miles north through Friendship Park, from Binz-Engelman Road to Hugo Lentz Park. H. How old white plaster wears, and what a replaster costs

White plaster is the classic low-cost finish, the cheapest on the market by the National Plasterers Council's account. It doesn't stay the same, though. Over the years it may show slight shading or scaling, and in extreme cases pronounced staining, etching, cracking or delaminating, which means the plaster coming away from the shell.

Etching usually starts small. The council describes leached areas as little spots around the marble grains, the tile and other edges, and says continued leaching can dissolve the cement paste completely in those spots. Its rule of thumb is to resurface once patching can't keep up with the cracks and wear, or once the pool's look is no longer acceptable to you.

Branyon clay and cracks in the plaster

Branyon clay is the soil the U.S. Department of Agriculture maps most widely in Kirby, followed by Tinn and Frio soils that flood often, and Houston Black clays. Branyon has no bedrock within its profile. From 31 to 183 cm down it is 53 percent clay, with a shrink-swell measure (linear extensibility) of 13 percent. The survey rates it very limited for concrete driveways and sidewalks because of that shrink-swell.

Clay like that swells when it gets wet and shrinks as it dries. The Texas Department of Licensing and Regulation calls expansive soils a very common cause of foundation problems: wet ground heaves and lifts, dry ground settles. How far a soil can swell depends on how much clay it holds and what kind.

The pool shell is set in that same clay. A new finish coat plugs and seals fine shrinkage cracks in the shell, the National Plasterers Council says. If the structure moves, old cracks can reopen and new ones can open after plastering. New plaster over a moving crack can crack again, so that kind of crack is repaired before the pool is replastered.

The city's rules before the work starts

The city puts it plainly: do not begin any work without contacting the City of Kirby for its development and renovation requirements. Applications need the contractor's license, liability insurance or a surety bond, and drawings with the scope of work. City Hall is at 112 Bauman Street. The city doesn't say whether replastering alone needs a permit, so ask when you call.

Kirby's code adopts the 2015 International Residential Code and the 2018 International Swimming Pool and Spa Code. Its own pool article calls for a fence at least 4 feet high on any lot with a pool, or 6 feet where people pay to swim. Gates must stay locked or self-latched, and the fence must be built to keep out a child under 6.

The drought plan and draining

Kirby's drought plan is adopted by reference from a 2009 ordinance rather than printed in the code. Its stages follow the Edwards Aquifer's J-17 well and other conditions, the City Manager declares them, and fines run up to $200 a day. The code doesn't print the plan's pool rules or say which stage is in force, so call City Hall before the pool is drained.

Fill water from the city's own wells

Kirby runs its own water system. Two wells draw from the Edwards Aquifer, the city's only source of water, while wastewater treatment goes through the San Antonio Water System. The city's 2025 water report gives no hardness figure.

That makes a test worthwhile before new plaster is filled. The National Plasterers Council no longer treats a fill-water test as optional. It names three risks: water low in pH, hardness or alkalinity eats into a finish, water high in them leaves scale, and dissolved metals such as copper and iron stain. For plain white plaster, the council's advice is to fill the pool as soon as possible after the plaster's final set.

How a replaster runs, step by step

General industry practice, with the city's own check built in.

  1. Look and estimate

    We look at the plaster, the tile line and any cracks, then talk through a patch against a full replaster, at no charge.

  2. Call City Hall

    Kirby asks to hear about renovation work before it begins, and its drought plan decides when a drain can happen.

  3. Drain and prep

    Hollow and loose plaster is found and cut out, and any seepage through the shell is stopped before new plaster goes on.

  4. Bond coat or chip-out

    If old plaster stays, a bonding layer goes on so the new coat grips. A full chip-out to the shell is the other route, and one maker drops its bonding-layer requirement when that is done.

  5. Plaster and fill

    The new coat is troweled by hand, and plain white plaster goes under water as soon as it has set.

  6. Brush out the dust

    Plaster dust should be brushed and filtered out in the 3 to 5 days after filling, the National Plasterers Council says. Left longer, it hardens onto the surface and is costly to remove.
