Do pool finishes come with a warranty?
Yes, from the finish's maker, on the maker's terms. One maker warrants its pre-blended finishes against manufacturing defects for 10 years, but only with a factory-approved applicator, registration within 30 days and monthly water tests. Another wants registration within 60 days and a certified installer, and leaves installation problems to the installer's own workmanship warranty. These are the makers' warranties, not ours. What does a quartz pool finish look and feel like?
Anywhere from smooth to textured, the council says, with colored quartz grains through the surface. Owners of one quartz line describe it as comfortable, with a very slight texture. Cement stays at the top, so a colored quartz finish may look a little blotchy or show trowel marks, one maker cautions. Our quartz pool finishes page covers colors and care.
Why does new pool plaster look blotchy?
Some shading is normal. The council says mottling in a new cement finish comes from differences in moisture and curing, isn't a defect, and usually fades or disappears with time. No finish comes out perfectly even, since each one is leveled and smoothed by hand. What causes stains and color loss on a pool finish?
Water chemistry, mostly. Metals in the water stain: copper and manganese leave blue, green or black marks, and iron leaves red, orange or black ones, the council says. Scale hides color under a white film. Water low in calcium, pH or alkalinity dissolves the cement, and the pigment goes with it. Sun and ultraviolet light are not the main cause of fading, the council adds.
Are small cracks in new plaster normal?
Fine ones usually are. Every cement pool finish develops some shrinkage cracks before the pool is filled, the council says, and they typically seal themselves under water as the cement keeps curing. It defines shrinkage cracks as those that form during the work or within 24 hours of final set. Structural movement is different: it can reopen old cracks or start new ones after plastering.

It varies by contractor, so check each estimate for a line on water. Under New Braunfels Utilities' fiscal year 2027 household rates, the first 3,000 gallons a month cost $2.60 per 1,000. Yes. Attached spa shells are usually priced higher per square foot than the pool: $15 to $25, against $8 to $18, on 2026 national figures from one source. Can I drain my pool to resurface it in New Braunfels?
Not without checking first. Since October 1, 2026, the city's drought plan has allowed a drain, in any month, only to lower rainwater, fix a hazardous pool part or repair a leak. Resurfacing isn't named, and no official guidance says whether it qualifies. Ask New Braunfels Utilities' Conservation Coordinator before you set a date; written variance requests are reviewed within 30 days. Any drained water has to soak into the ground on the property, never run to the street or a storm drain. Is there a bad time of year to resurface a pool?
Freezing days and the hottest, windiest days are the ones to avoid, because finish makers set weather limits for the hours around the work. In New Braunfels, most freezing nights fall in December, January and February, and the city averages 11.0 days a year at 100°F or more. Can I top up my pool during the drought?
Yes, to its maintenance level, the level the filter needs to circulate properly. The drought plan allows that top-up within watering hours, and year round it bars landscape watering from 10:00 a.m. to 8:00 p.m. The utility also strongly encourages covering at least 25 percent of a home pool's surface when it isn't in use.
Does the drought stage change my water bill?
Only from Stage 3 up, which is when the utility starts adding drought surcharges. Its stage page, read on October 5, 2026, showed the city in Stage 2 since August 10, 2026. If a higher stage is declared, check the utility's current surcharge figures.
How long can a resurfaced pool be left empty?
As briefly as possible. The council says a finish should stay fully under water for its whole service life, apart from limited servicing or repair, and that any drain risks damaging it. One quartz maker says to drain its finish only when absolutely necessary, never in its first year, and to refill within 24 hours.

Why is there white dust in my newly plastered pool?
That's plaster dust, a by-product of the cement curing. The council says to brush and filter it out within the first 3 to 5 days after the pool is full. Left longer, it bonds to the surface as calcium carbonate, which can be hard and costly to remove. The council's card keeps the pump and filter running continuously for seven days, or until the dust has gone and the water has cleared.
When can I add salt to a new finish?
Not during start-up, and the exact wait depends on whose instructions you follow. The council's start-up card says no salt within the first 30 days. PebbleTec's maker and one quartz maker say 28 days, and one finish maker suggests waiting up to 6 weeks may help.
Can I use an automatic pool cleaner on a new finish?
Not straight away, and the sources differ on how long. The council's start-up card keeps wheeled vacuums and wheeled cleaners out until after 28 days, though brush vacuums are allowed. Its filling-tips page says once the water is balanced and clear, typically 7 to 10 days after the fill. One quartz maker says no wheeled vacuum for 14 days and no automatic cleaner for 28.
How often should I test the water after resurfacing?
Daily during the 28-day start-up, when brushing and testing are part of the routine. After day 28, a pool industry fact sheet suggests testing twice a week while the plaster keeps curing. Warranties also depend on records. PebbleTec's maker wants water tested at least weekly, with weekly records for any claim, and one quartz maker requires monthly printed reports from a pool company. Is my pool leaking or just evaporating?
Some loss is normal. One pool maker puts average evaporation at about 1/4 inch a day, varying with wind, heat and humidity, and says late-summer nights can drop the level 1 to 3 inches. The U.S. Environmental Protection Agency puts the leak line at a drop of more than 2 inches a week, or more than 3 inches in hot, dry areas. It also suggests shutting off an automatic fill for 24 hours every three months, since fill valves can stick and send water to the overflow drain. Can stains be removed without resurfacing?
Often. The council's glossary describes a low-strength acid wash that removes certain stains, dirt or deposits with little, if any, harm to the surface. The catch is that every wash removes a thin layer, so a finish can only take so many before it needs resurfacing, a pool retailer explains.
Does freezing weather damage a pool finish?
It can, mostly at the waterline. Water soaked into the finish there expands about 9% each time it freezes, the council says. Damage shows first as a white bloom just above the waterline, then roughness or lost aggregate, then cracking or peeling. Freezing nights aren't rare here, at 32.0 a year on average by federal climate figures. Finish makers exclude freeze-thaw damage from their warranties, so keep steps and ledges under water through a freeze.
How long after new tile can a pool be filled?
Tile needs its own cure before water goes in, and makers differ. One tile-setting maker says 14 days under ideal conditions but recommends at least 21 outdoors. Its fill is slow, 2 feet per 24 hours, the opposite of a fast plaster fill. Another gives 14 days at 70°F for latex-portland cement grout and 10 days for epoxy grout. A rapid-setting mortar doesn't shorten the wait, the first maker adds.

Do you need a permit to build a pool in Texas?
Inside New Braunfels, yes. The city's online portal takes Pool/Spa permits, and its fee schedule charges $200.00 for an in-ground pool and $100.00 for an above-ground one. Its checklist asks for a site plan showing the barrier and a self-latching gate, and a structural design with notes on the soil. Electrical and plumbing permits must come from a licensed, registered electrician and plumber. An engineer must certify any in-ground excavation within 10 feet of a building foundation. Outside the city limits, Comal County's permit list has no pool permit on it; the Comal County Engineer's Office can confirm. Whether resurfacing alone needs a city permit isn't stated in the published rules, so ask Development Services before work starts.
Do you legally have to have a fence around your pool in Texas?
In New Braunfels, the pool code requires a barrier around outdoor pools and spas, and public pools must also meet state rules. The city's barrier statement sets fences and gates at least 48 inches high, with gates that swing out from the pool and close and latch on their own. A local exception lets a wooden privacy fence at least six feet tall, with no more than three horizontal rails, have those rails on either side. Where a house wall forms part of the barrier, doors and windows with sills under 48 inches need alarms. At some home pools and spas, a safety cover built to the national standard for pool covers can take the barrier's place. The city doesn't enforce its rules outside the city limits.
Do homeowners association and apartment pools follow different rules?
Yes. Texas classes pools at hotels, apartments, condominiums and property owner associations as Class C pools, open to residents, members and their guests but not the public. Federal rules have required anti-entrapment drain covers on public pools and spas since December 19, 2008. Under the state rules, a pump can't run while a drain cover is missing, broken or loose, and the pool must close until it's fixed. The city's drought plan also lets these pools refill only after a drain for a hazardous part or a leak.
