A new interior finish
The National Plasterers Council lists four types of cement pool finish: pebble, polished, traditional white plaster and quartz. It calls pebble the most durable surface available, and our pebble pool finishes page covers it in detail.
Waterline tile and coping
Coping caps the top of the pool wall and gives it a finished edge. The coping and the waterline tile both sit on the bond beam, the shell's top edge. Laticrete, a maker of tile-setting materials, says pool tile should absorb no more than 3% water. New tile can even go over old pool tile with its tile-setting mortars, as long as the pool is sound and the old tile is firmly bonded. The pool deck
The deck and the pool edge affect each other. Another tile-setting maker says a movement joint must separate the deck from the pool: a flexible gap so each side can move on its own. Tanning ledges, benches and new shapes
A remodel can change the pool's shape too. One pool builder describes adding a tanning ledge, a shallow shelf inside the pool, during a remodel. With the old plaster chipped out, a frame of steel rebar is set for the ledge. Sprayed concrete (gunite or shotcrete) goes onto it, and the plaster crew finishes it with the rest of the pool. Pumps, heaters and LED lights
A renovation is also a chance to upgrade equipment: a new pump, an energy-efficient heater, sanitation equipment and LED pool lights are on one equipment maker's list. A 2023 U.S. Department of Energy rule sets new standards, from September 29, 2025, for pool pump motors rated 1.15 to 5 total horsepower. In practice, the same equipment maker says, pumps in that range and their replacement motors must be variable speed. In New Braunfels, installing or replacing any electrical or plumbing system needs a city permit.

Renovating a pool under New Braunfels rules
Draining under the drought plan
A new finish and new tile both need an empty pool. Tile should be replaced only once the pool is drained and dry enough, Laticrete says. The city's drought plan has covered pools all year round since October 1, 2026. It allows draining only onto ground that soaks up water, and only for three reasons: rainwater above the normal level, a pool part that has become hazardous, or a leak. It bans draining into the street, a gutter or the storm drain system.
The plan doesn't name remodeling or resurfacing, and no official guidance says whether either counts. Confirm with New Braunfels Utilities before the pool is drained. Written requests for a variance (an exception) go to the utility's Conservation Coordinator.
Keeping the pool barrier in place
For pool permit work, the owner signs the city's Pool Barrier Statement of Compliance, part of its permit checklist. It says a protective barrier must stay up from the day construction begins. The barrier can be temporary during the work. But a permanent barrier that meets code must be in place before the final inspection. Fences and gates must be at least 48 inches high. Walk-through gates must open outward, away from the pool, and close and latch by themselves. The project isn't finished until the city's final inspection is complete.
Clay soil and an empty shell
The Balcones Escarpment splits eastern Comal County: shallow, stony clays over limestone on the Hill Country side, and mainly deep clays on the Blackland Prairie side. The area's wet and dry spells keep clays such as Houston Black swelling and shrinking all the time, the federal soil survey says. That clay movement is one cause of cracks in pool shells. Another is groundwater pushing up on an empty pool, which can crack a wall in a horizontal line, a crack-repair maker says.

What is the average cost to redo a pool?
National figures vary by source and year. One 2025 national average puts a pool remodel at $10,484, with most projects between $5,597 and $15,771. Another, from 2024, puts the national average at $17,500, on a range of $5,000 to $30,000. Can an existing pool be modified?
Yes, within the code. Under the 2021 International Swimming Pool and Spa Code, which the city has adopted, an addition or change to an existing pool must meet the rules for new work. The rest of the pool needn't be updated to the current code, but the change must not make it unsafe. Minor changes can be done the same way as the existing setup if they aren't hazardous and are approved. For changes to the structure itself, a sprayed-concrete trade association suggests bringing in a local engineer with pool and spa experience.
Do I need a permit to remodel a pool in New Braunfels?
The city requires a permit any time a homeowner or contractor plans to alter, repair or enlarge a structure. Its online portal takes Alteration/Remodel and Pool/Spa permit applications. Residential remodel permits cost $0.25 per square foot on the city's fee schedule. Every contractor on a home remodel, the general contractor included, must be registered with the city.
