A depth figure for a tanning ledge can mean two different things. River Pools, a fiberglass pool maker, measures the ledge itself rather than the water over it. By that measure, it says, most ledges run 9 to 18 inches deep, and the water sits about 3 inches lower. So a 12-inch ledge holds about 9 inches of water. Its own choice is 9 to 12 inches, and it builds none deeper than 12, though other fiberglass makers go as deep as 18. For concrete and vinyl liner pools, it says, the depth is something to settle with the builder or designer.

Chairs and loungers in the water

Most furniture will float once the water is more than 9 inches deep, the same maker adds. An in-pool furniture maker puts the usual ledge at 6 to 9 inches deep. Its standard chaise is made for 0 to 9 inches of water, and its deep chaise for 10 to 15 inches. Many ledges slope, so it suggests measuring the water at a few points, not just one. If loungers are part of the plan, it pays to settle the depth with them in mind.

What the pool code says about seats and sun shelves

The 2024 edition of the International Swimming Pool and Spa Code, the model code for pools, defines a sun shelf. It's an area next to the pool wall, with water less than 12 inches deep, used for seating and play. The code files it under underwater benches. The 2021 edition, which New Braunfels adopted as its pool code, has no sun-shelf entry at all.

For backyard pools, both editions cap underwater seats, benches and swimouts (benches set into a recess in the pool wall) at 20 inches below the design waterline. That is the water level the skimmers are built to hold. They also count seats and benches as an allowed way into and out of a home pool. In shared pools, such as those at hotels and apartments, the code also sets a minimum bench size and won't let a bench count as the required way in. No Texas rule is written for tanning ledges, and no code sets a minimum depth for one.

Building the ledge onto the old shell

One pool builder walks through how a ledge goes into a remodel. The crew chips out the old plaster first. Steel installers then set a frame of reinforcing bar shaped to the ledge, and a crew sprays concrete over it. If the plan includes a patio umbrella on the ledge, a sleeve to hold the pole goes in before the concrete. The ledge then gets its finish in the same pass as the rest of the pool. A smaller version simply widens the first entry step into what builders call an extended step.

Bonding new concrete to the old shell

The seam where new concrete meets old is the part to get right. An article published by the American Shotcrete Association describes what goes wrong. New material set into an old pool without proper surface prep, bond and steel placement can come loose along that seam later. Cold joints, the seams where fresh concrete meets hardened concrete, are part of the problem when they aren't understood. The crack then shows through the plaster, often with white mineral staining.

The association says no bonding agent is needed or recommended when sprayed concrete goes onto existing concrete. The best surface is properly prepared and saturated surface-dry: soaked through, with no water standing on it. A bonding agent can even act as a bond breaker. The association won't judge a remodel's structure from afar, and it refers owners to an engineer nearby who knows pools.

Curing before the finish goes on

New sprayed or cast concrete needs 7 days of curing, the association says, and water is the best way to cure it. If a curing compound is sprayed on instead, its film has to be blasted off before plaster or tile goes on. Left in place, it keeps the finish from bonding.

The finish on the ledge

The ledge takes the same finish as the rest of the pool, yet it reads differently. With so little water over it, the color reads lighter than in the deep end, one finish maker explains. Another says darker colors tend to hold warmth, while lighter pools tend to stay cooler.

A ledge changes the pool's structure, not just its surface. Under the city's pool code, the 2021 International Swimming Pool and Spa Code, an addition must meet the rules for new work. The rest of the pool can stay as it is. The city requires a permit whenever someone alters or enlarges a structure. No city page mentions ledge additions by name; Development Services, the city's permit office, can say whether yours needs one.

A ledge can only be built in an empty shell. Under the city's drought plan, a pool may be emptied for just three reasons, none of them remodeling. Check with New Braunfels Utilities before any water comes out.
