Pool tile and waterline tile that hold up under water
How much water the tile soaks up
Pool tile has to absorb very little water. Laticrete, a maker of tile-setting materials, sorts tile by how much water it takes in. Impervious tile absorbs less than 0.5%, and vitreous tile between 0.5% and 3%; both suit pools. Tile that absorbs more than 3% may swell for good from the moisture. Tile that takes in over 7% is typically not suitable for use under water.
Another setting-materials maker's spec asks for porcelain that absorbs 0 to 0.5%. The same spec says fiberglass pools aren't a suitable base for tile.
Glass tile and mosaic sheets
Glass tile is more likely than ceramic to crack from thermal shock (a sudden temperature change) outdoors, one setting-materials maker says, because glass expands differently with heat. It advises checking that the tile's own maker recommends it for pools. Small mosaics come on sheets, and the backing matters. A glass tile maker warns that mesh backing can weaken the bond and lead to tiles coming loose under water. The first maker suggests a quick check: soak a sheet in a bucket of water overnight. If the tiles come off easily, the backing glue is weak or dissolves in water.

How pool tile is replaced, step by step
These steps come from tile-setting makers' published specs. Your own pool may differ, and the free estimate covers it.
Drain and dry the pool
Tile, stone or grout should only be replaced once the pool is drained and dry enough to take new tile, Laticrete says. Draining in New Braunfels falls under the drought plan, covered below.
Cut out the old tile and grind back
Cracked or loose tiles are cut out with an angle grinder or saw fitted for dust control. The old thin-set mortar (a thin cement-based tile adhesive) is ground down to the concrete, without damaging any waterproofing layer underneath.
Check the shell behind the tile
One setting-materials maker has the installer look for structural cracks, exposed steel and a bond beam (the shell's top edge, which carries the coping and tile) that isn't level. A movement joint, a flexible gap that lets each side move, must also separate the deck from the pool.
Set the tile
Tiles go on a bed of mortar with at least 95% contact, checked by lifting freshly set tiles now and then. A flexible sealant goes where tile meets the coping or deck and at inside corners, one glass tile maker says. It also wants movement joints at most 8 feet apart in glass tile and 12 feet apart in porcelain or ceramic.
Grout, cure and inspect
Grout needs time before water goes in: 14 days at 70°F for cement grout and 10 days for epoxy grout, in Laticrete's spec. Before the fill, the tile is tapped to check its bond, and the sealant at fittings and drains must be in place and cured.
Refill slowly after new tile
Unlike a plaster pool, a tiled pool is filled slowly. One setting-materials maker recommends at least 21 days of curing outdoors, then two feet of water per 24 hours. A fast-setting mortar doesn't shorten that wait.
Smaller jobs follow the same rules. For regrouting, Laticrete removes old grout at least halfway down the joint, with a pressure washer or a saw. New tile can also go over old tile with certain thin-set mortars, the same maker says, if the pool is in good condition and the old tile is well bonded. Any loose or missing tiles are fixed first, then a thin skim coat goes on.
The city's drought plan lets a pool be drained only for rain overflow, a hazardous pool part or a leak. Tile work isn't on that list, so ask New Braunfels Utilities before a drain for new tile is planned.

Grout, water balance and hard water
Grout breakdown under water is not uncommon, Laticrete says, especially with cement grout. Its list of causes:
- poor pool water chemistry;
- filling the pool too soon;
- no allowance for movement;
- the wrong grout;
- poor surface preparation before grouting;
- poor grout or tile installation.
When the pH runs too high, mineral deposits form on tile and grout, especially at the waterline, the maker adds. They can even form behind tiles and press on them until the bond weakens or the tiles come loose.
The city's water is hard: New Braunfels Utilities traces it to calcium and magnesium in the groundwater. State records cover the utility's treated-water samples in the three years to October 2026. Their total hardness runs from 180 mg/L on January 28, 2025 to 406 mg/L on July 16, 2025. Calcium scale on sound tile can be removed rather than the tile replaced. Freezes at the waterline
Tile in outdoor or always-submerged pools must resist freezing and thawing, a tile-setting maker says. The waterline is the riskiest zone for a pool finish, the National Plasterers Council says, because water in the pores expands about 9% each time it freezes. Federal averages for 1991–2020 give New Braunfels 32.0 nights a year at or below 32°F. The February 2021 storm brought eight days of winter weather to South-Central Texas, with temperatures in the single digits and teens.
Summer heat while tile sets
Setting materials have heat limits. One maker's spec keeps the surface and air between 50°F and 95°F while tile goes on and for at least 7 days after. Here, July and August average 27.9 and 28.4 days at 90°F or hotter.
The coping above the tile
The coping sits right above the waterline tile, on the same bond beam. A tile-industry report found that when the joint between them is badly built, it can cause a significant share of pool tile failures, often through pressure from the deck. Can I replace damaged pool tiles without draining the pool?
Not by the setting-material makers' rules. Laticrete says no tile, stone or grout repair should be attempted under water. In New Braunfels, emptying the pool then runs into the drought plan, which doesn't name tile work among its reasons to drain. Check with New Braunfels Utilities before a drain date is set.
What is the best type of tile for a pool waterline?
Tile that takes in almost no water and is made for pools. Laticrete calls impervious tile, which absorbs 0.5% or less, ideal for submerged use. For glass mosaics under water, a tile maker's guide citing the industry handbook says the sheets must be face-mounted (held together by paper on the front). Outdoors, the tile should also resist freezing and thawing. And check that the tile's own maker recommends it for pools.
How much does it cost to replace pool waterline tile?
National figures from 2025 put waterline tiling at an average of $25 per linear foot. Fixing minor damage, such as a few cracked, chipped or loose tiles, can cost as little as $250. Is it difficult to retile a pool?
It's exacting work with long waits. For a full retile, the tile industry's method calls for a mortar bed 1¼ inches thick on the floor and ¾ inch on the walls, one setting-materials maker's spec says. That bed cures for at least 7 days. Cracks, joints, drains and jets are first treated with a waterproofing, crack-isolating membrane. Laticrete wants any waterproofing membrane to form one continuous layer, not a strip at the waterline only. Then the finished tile cures for weeks before the pool is filled.
Does pool tile work need a permit in New Braunfels?
The city's residential code exempts tiling and similar finish work from permits, on properties outside a special flood hazard area. That exemption doesn't mention pools, though, and nothing the city publishes says whether pool tile counts. Its general rule calls for a permit whenever a structure is altered or repaired. Confirm it with the city's Development Services office before the work starts.
