Spring Branch the city, and Spring Branch the address
The City of Spring Branch is a general-law city in Comal County, founded in 1852 and incorporated in 2015. Its limits are a narrow strip, roughly 100 yards deep, along U.S. 281, Spring Branch Road and FM 311, the city says. No subdivision lies entirely inside; only a handful of homes facing those roads do.
The 78070 ZIP code covers far more ground. Most of it is in Bulverde, in Bulverde's extraterritorial jurisdiction (the zone just outside a city's limits where it has limited control) or in unincorporated Comal County. As a rule of thumb, the city says, a property south of Rodeo Drive or north of State Highway 306 is very likely outside its limits.
The city itself is small. The 2020 Census counted 206 residents and 94 homes, 89 of them occupied and 75 lived in by their owners. The Census Bureau estimates 267 residents for July 1, 2025.
Who permits a tanning ledge here
The City of Spring Branch issues only two kinds of permit, for signs and for outdoor lighting, and only inside its limits. It doesn't issue building or development permits. Which office handles a ledge depends on where the property sits:
- Unincorporated Comal County. The city sends building and development questions to the county. The county's permit list for unincorporated areas covers septic systems, floodplain development, driveways in the public right-of-way and utilities. It also covers Fire Marshal permits for commercial, public and four-plus-unit buildings, and outdoor lighting in the Camp Bullis Dark Skies Zone. It names no permit for a home pool, and whether a floodplain permit applies depends on the lot. The county's Engineer's Office, on David Jonas Drive in New Braunfels, handles those questions.
- The City of Bulverde or its extraterritorial jurisdiction. The City of Bulverde handles those permits. Swimming pools are one of the project types on its residential application, and contractors have to register with its Permitting Department first.
The county also warns that property owners associations, utilities and other agencies may add requirements of their own, so check the subdivision's rules as well. A ledge means new steel and concrete inside the shell, so settle the permit question before the shell is cut.

On U.S. Department of Agriculture maps of the city strip, the Comfort–rock outcrop complex covers the most ground: Comfort soil with bare rock showing through. Next come the Brackett–rock outcrop–Comfort complex, Bolar clay loam, Lewisville silty clay and Anhalt clay. Bolar clay loam reaches hard bedrock at a typical 71 cm.
Those figures are for the city strip; ground elsewhere in the 78070 area may differ.
Adding a ledge while the pool is being resurfaced
Timing changes the price most. A Texas pool builder's 2026 figures put retrofitting a ledge into an existing pool at $8,000 to $20,000 or more. The work means cutting into the shell, tying in new steel, and re-spraying and refinishing that section. If the pool is already being resurfaced, the builder calls that the moment to add one, because the extra cost drops considerably.

Making the new ledge bond to the shell
A technical tip in the American Shotcrete Association's magazine says sprayed concrete bonds well to a hardened, properly prepared layer. Done that way, it doesn't leave a cold joint, a weak seam between pours. The conditions: loose material and any curing compound removed, and the old surface brought to saturated surface-dry, wet through with no water standing on it.
On structural questions, the association's advice is a local engineer with pool experience.
Draining for the work
Texas Water Company serves subdivisions such as Spring Branch Meadows and Woods of Spring Branch. All year, its rule allows a pool to be drained and refilled only after rain, to fix a hazardous part or to repair a leak. The water has to go onto unpaved ground. The city doesn't say who supplies water inside its own strip, so ask your supplier before draining starts.

The Knibbe family settled here in 1852, and the place took its name from a spring that flows into the Guadalupe River. A post office opened in the Knibbe store in 1858.
The city's own history names Hans Heinrich Dietrich Knibbe, whose 1852 homestead was followed within a few years by five more families along Spring Creek.
For most of the twentieth century, the population was estimated at twenty-five. Canyon Dam was finished and Canyon Lake filled in the mid-1960s, and estimates grew to 200 by 1990.

Find the right office
Inside the city strip, the city issues no building permits. Outside it, Comal County or the City of Bulverde handles the work, depending on location.
Plan the ledge
Depth, size and any umbrella sleeve are settled first. For home pools, the model pool code allows 20 inches at most between the design waterline and the flat top of a seat or bench in the water.
Drain within the supplier's rules
Ask the water supplier before draining. Texas Water Company's year-round rule covers both the reasons for a drain and where the water goes.
