A lake built for visitors

Canyon Lake, once called Canyon Reservoir, is on the Guadalupe River twelve miles northwest of New Braunfels. The U.S. government owns it and the U.S. Army Corps of Engineers runs it, with the Guadalupe-Blanco River Authority as the local partner. Work on the dam began on June 27, 1958, and the lake started filling on June 16, 1964. At 909 feet above sea level it covers 8,240 acres, with sixty miles of shoreline.

Homes came while the water was still rising. Canyon Lake Hills and Canyon Lake Village were among the first subdivisions. By 1967 there were forty-six on the shores and fourteen more in the hills, and more than eighty neighborhoods by the mid-1980s. Seven lakeside parks and two public marinas drew thousands of weekend visitors, and the resort and tourist trade came to rival manufacturing and agriculture in the county's economy. Lodges, marinas and river outfitters serve tourism, the area's major industry.

Second homes and rentals in the 2020 count

The 2020 Census counted 16,188 homes in the Canyon Lake area, 12,967 of them occupied. Of the 3,221 standing vacant, 2,167 were kept for seasonal, recreational or occasional use and 269 were for rent. The Census Bureau's 2020–2024 survey, a five-year sample, puts seasonal homes at 1,396, with a margin of error of 397. It measures something different from the count, so the two aren't directly comparable.

The area had 31,124 residents in 2020, up from 9,975 in 1990 and 16,870 in 2000, and many retirees have moved in.

The water company's rules for guest and community pools

The Texas Water Development Board's service-area map places the center of Canyon Lake in Texas Water Company's Triple Peak system. Its 2025 report lists surface water from Canyon Lake Reservoir, groundwater from the Trinity Aquifer, and surface water bought from the Guadalupe-Blanco River Authority. Other systems serve other parts of the area, so check which one bills your property.

The company's 2025 drought plan covers Triple Peak and limits draining in every season. Drained pool water has to go onto ground that can absorb it, and only to lower the water after rain, fix a hazardous part or repair a leak. Resurfacing isn't among those reasons, so ask the company before planning a drain.

Where public and community pools differ

The plan gives shared pools more room than private ones. Even with no stage declared, public and community pools may fill or top up to keep their water safe for swimmers and for the same maintenance. Whether a resort or rental pool counts as public is a separate question, covered in the questions below.

Later stages and their reservoir triggers

Stage 3 can begin when Canyon Reservoir drops to 885 feet or lower. Filling a pool is then banned, though topping it off is allowed, and public or community pools may be exempt so their water stays safe. Stage 4 can begin at 880 feet or lower, and it bans all outside water use except for livestock. The plan also encourages hotels, motels and short-term rentals to offer guests towel and linen reuse. The company's Comal County page showed the Stage 2 watering schedule on October 6, 2026.

Water hardness that varies across the system

The company's report prints no hardness figure. State samples of Triple Peak's treated water vary widely by entry point. Fourteen results from January 23, 2024 to May 7, 2026 run from 166 mg/L at one point to 753 mg/L at another. That first entry point read 170 mg/L on February 12, 2026. No single number describes the whole area's water.

That spread is the case for testing before a fill. The National Plasterers Council treats a fill-water test as a must rather than an extra. Fill water high in pH, calcium hardness or alkalinity leaves mineral scale, it explains, and water carrying copper, iron or manganese can stain.

Limestone close to the surface

U.S. Department of Agriculture soil maps put a mix of Brackett soil, bare rock and Comfort soil at the center of Canyon Lake. Brackett, 50 percent of the map unit, sits on soft bedrock typically 36 centimeters down. Comfort, 15 percent, lies on hard rock typically 33 centimeters down, and rock at the surface makes up 20 percent. The survey rates both soils very limited for shallow digging, because the bedrock is so close.

For a resort pool, that ground matters when new plumbing, a deck footing or added features mean digging. We'll talk it through before any work below the deck is planned.

County permits outside city limits

With no city government, Comal County's rules apply. For building outside city limits, the county lists septic, floodplain, driveway and utility permits. It adds Fire Marshal permits for commercial buildings, public buildings and multifamily buildings with four or more units. The Fire Marshal's building permit covers new commercial or public buildings, and remodels that turn an existing building to a new type of business. Property owners' associations may add their own requirements.

The county lists no permit for a home pool; questions about a particular lot go to the Comal County Engineer's Office in New Braunfels.

Questions from lake property owners

Does a rental house pool count as a public pool in Texas?

The state's rules don't settle it directly. Texas defines a residential pool as one on private property, under the owner's or tenant's control, serving no more than two resident families plus their guests. Its Class C public pool is one limited to occupants or members and their guests, run with lodging such as hotels, motels, apartments, condominiums, RV parks or mobile home parks. Where a short-term rental falls isn't spelled out, so ask the Texas Department of State Health Services or the county before planning work that depends on it.

Does a full lake mean the drought stage is over?

Not on its own. Texas Water Company's August 6, 2026 newsletter says Canyon Lake has returned to full pool. But the company gets a fixed allocation of water from the lake, and its drought stages aren't based only on lake levels. Check the company's current stage before planning a drain.
