A fast-growing city and its 2000s backyards

Cibolo began with a store. Jacob Schlather bought land here in 1867, and his son George built a store for the mostly German settlers around it. Charles Fromme bought it in 1882, and the settlement became known as Fromme's Store. The railroad station was called Cibolo Valley, and a post office named Cibolo opened in 1883. O. Henry's story "The Smiling Valley of the Cibolo" was supposedly inspired by a visit.

The town had 398 people when it incorporated in 1968, and 3,035 by 2000. Its biggest economic influences have been Randolph Air Force Base and the expansion of San Antonio. The 2020 Census counted 32,276 residents, and the Census Bureau estimates 39,019 for July 1, 2025.

Homes built mostly since 2000

Most of the city's housing is young. Census Bureau survey figures for 2020–2024 give a median build year of 2008, with 36.9 percent of homes built in 2000–2009 and 36.8 percent in 2010–2019. The same survey counts 11,650 homes, 90.1 percent of them single detached houses and 82.3 percent owner-occupied. Those figures describe houses, not pools. A pool may be newer than the house it sits behind, so its own age and condition are checked at the pool.

What Cibolo's code asks of a pool remodel

Cibolo adopted the 2021 International Codes in November 2024, under Ordinance 1475. Among them is the 2021 International Swimming Pool and Spa Code, adopted under the name Swimming Pool and Spa Code of Cibolo. Its building rule is broad. No one may erect, enlarge, alter, repair, improve, remove or convert a building or structure in the city without a permit first.

The same code lists swimming pools among the "limited" specialty crafts, covering installation, service, repair, alteration and modification. Permits are applied for, tracked and inspected through the city's MGO Connect system, and a contractor must register there before applying. Building Permits & Inspections is at 201 West Loop 539.

Barriers, gates and door alarms

The city's pool permit application asks for the signed contract, a site plan, the impervious coverage and construction plans. Its barrier rules apply to any outdoor pool, hot tub or spa:

  • a barrier at least 48 inches above grade all the way around;
  • gates that swing outward, away from the water, and close and latch by themselves;
  • an alarm on the back door if that door is part of the barrier.

Where the pool and its equipment may sit

Placement rules matter when a remodel moves the equipment pad or changes the pool's outline. Pool equipment must stay at least 3 feet from the property line and out of any easement. An in-ground pool needs at least 5 feet from the side and rear property lines and 10 feet from other structures. If it sits closer than 10 feet to the house, the city wants an engineer's letter saying it won't affect the home's foundation.

New decks and hard surfaces around the pool

A remodel often grows the deck. A deck skips the permit only if it covers no more than 64 square feet and stands no more than 18 inches above grade at any point. That limit comes from Cibolo's amendments to the 2021 International Residential Code. Larger or higher decks aren't on that exempt list.

Permit applications must also give the square footage of existing and proposed impervious cover: hard surfaces such as the foundation, driveway and sidewalks that rain can't soak into. New decking or a wider patio adds to that total, so it is measured before the design is settled.

Clay soil under a Cibolo pool

Most of the ground in Cibolo is clay. Three soils lead the U.S. Department of Agriculture's data for the city's Census boundary: Branyon clay on 23.3 percent of the mapped ground, Houston Black clay on 20.0 percent and Barbarosa silty clay on 16.3 percent. For shrink-swell, the department gives Branyon clay a 13, where a higher number means more swelling when wet and more shrinking when dry.

Water around the shell matters as much as the clay itself. Rain, sprinklers or a leaking irrigation line can leave water standing against a pool's outer walls. That water pushes back on the shell, the National Plasterers Council warns. It can loosen the interior finish or its bond coat (the layer that helps a new finish grip the old surface). Two water systems and Cibolo's refill hours

Two water districts serve the city: the City of Cibolo and Green Valley Special Utility District. The city's Utility Administration can tell you which one covers your address. City water is bought from the Canyon Regional Water Authority, as Carrizo and Wilcox groundwater from its Wells Ranch and as river water from its Lake Dunlap plant. Cibolo Crossing and Mesa at Turning Stone Units 6 and 7 get their water from the City of Schertz instead.

What the drought plan says about pools

As read on October 6, 2026, Cibolo's drought plan sets these rules:

  • All year, outdoor watering is barred from 10 a.m. to 8 p.m. between April 1 and October 31, except by hand-held hose, bucket or drip.
  • In Stages II and III, pool filling and top-ups are limited to designated watering days, or to a hand-held hose from 6 to 10 a.m. and 8 to 10 p.m.
  • In those stages, washing down driveways, sidewalks and other hard surfaces is banned.

Customers of another provider inside the city follow whichever rules are stricter, the city's or their own. No current stage was posted in the city's published text that day, so confirm it, and ask about draining as well as refilling, before any water comes out.
