From a railroad store to a three-county city
Schertz takes its name from Sebastian Schertz, who had a store here in 1875, when the railroad came. The post office opened as Cutoff in 1884 and took the Schertz name in 1899. The city incorporated in 1958 with 351 residents. By 1990 it had 10,555 people and had spread into Comal County, and it reached 36,244 by 2015.
Today it straddles the Bexar-Guadalupe county line along Farm Road 78. For July 1, 2025, the Census Bureau estimates 45,978 people: 37,479 in Guadalupe County, 6,574 in Bexar County and 1,925 in Comal County. In summer 2026 the city's Pickrell Park Pool opened Tuesday through Sunday, noon to 7 p.m., at $2 a person. The splash pad at Wendy Swan Memorial Park was free.
Homes from the 1960s to the 1990s
Not all of Schertz is new. The Census Bureau's 2020–2024 survey gives a median build year of 2002. But it also counts 16.3 percent of homes from the 1990s, 11.0 percent from the 1980s, 8.1 percent from the 1970s and 4.6 percent from the 1960s. The city has 16,573 homes on that survey, 86.3 percent of them single detached and 78.4 percent owner-occupied. A pool's age can differ from its house's, so the pool itself is what we look at.

Schertz wants a building permit before anyone builds, enlarges, alters, repairs, moves or tears down a building or structure. Its permit list names pools and spas, patios and concrete slabs, remodels with structural work, and foundation repair. The city's code adopts the 2018 International Swimming Pool and Spa Code. It notes that the State of Texas, through its Department of State Health Services, will set the dates for later editions.
The in-ground pool permit sheet applies to pools 24 inches deep or more. In the city's own words, its guidance "includes repair and warranty work". The application comes with a site survey, the location of the nearest electric utilities, and a plan showing the pool, flatwork, deck, barrier and nearby windows. The barrier itself must be at least 48 inches high and not climbable.
The inspections, in order
- a pre-pour inspection of the pool shell, then the flatwork;
- bonding (the wiring that ties the pool's metal parts together electrically);
- a final inspection of the pool and its barrier.
Who can pull the permit
Every contractor working in Schertz registers through the city's online portal, and registration costs nothing. An owner who is homesteaded in the house, meaning they own it and live there as recorded with the county, may apply for the permit and do the work. Schertz sets conditions on draining a pool. The city generally allows a pool discharge only if the water has been dechlorinated to less than 1 part per million of chlorine. The other way is to let it run through the owner's own yard, without crossing onto the neighbor's property. Either way, Public Works needs notice at least one business day ahead.
Year-round rules apply too. Letting water run off into a ditch that can't soak it up is a violation, and so is failing to fix a leak that could be fixed. Tiled pools need a gentle drain as well: Laticrete, a tile-setting maker, gives 2 feet per 24 hours as the emptying rate that keeps water pressure from loosening tile or mortar.

A pool on a lot that isn't zoned single-family residential follows different rules in Schertz. The city adopts the Texas rules for public pools and spas, and such a pool needs a yearly operating permit that expires on September 30. Texas counts pools at apartments, condominiums, property owner associations and clubs in this group when they serve residents, members and their guests.
One line matters most for a renovation. If 20 percent or more of the pool's area is to be remodeled, the city calls it extensive remodeling. Plans and specifications then go to the city for review before work begins. A board planning a resurfacing should know which side of that line its scope falls on before booking a start date.

Schertz and Seguin formed the Schertz/Seguin Local Government Corporation in December 1998, and since March 2003 the city has drawn its water from the Carrizo Aquifer. The corporation runs twelve wells and a treatment plant in Gonzales County that can handle thirty-five million gallons a day. The city's Naco wells, in the Edwards Aquifer, come into use only when that supply is limited.
As read on October 6, 2026, the city said the Carrizo supply was under none of its four drought stages. Outdoor sprinklers are still barred from 10 a.m. to 8 p.m. every day of the year, while hand-held watering is allowed any time.
Pool rules in the 2009 drought plan
The plan linked from the city's water page was adopted in June 2009. In its Stage 2, filling a pool is barred unless at least 30 percent of the water comes from somewhere other than the aquifer. Groundwater may still bring a pool back up to maintenance level, the height it normally runs at. The plan lets a pool be drained only onto ground that soaks water up, or onto a deck that drains to such ground, and only to:
- lower rainwater;
- repair a hazardous pool component;
- repair a leak.
Stage 3 bans filling, refilling or adding water to pools. The city has amended the plan since, most recently in February 2025, and that newer text couldn't be read, so ask Public Works what applies before the pool is drained.
