The city's own water
Marion has its own water system, and its 2025 water report lists two sources. One is surface water bought from the Canyon Regional Water Authority's plant at Lake Dunlap. The other is groundwater from city-owned Edwards Aquifer wells. Questions about it go to the city's Public Works Director.
What the drought stages mean for a painted pool
The city's drought plan, Ordinance No. 08-2014, sets pool rules stage by stage:
- Stage 1: pools must be covered at least 25 percent when not in use;
- Stages 2 and 3: filling all new and existing pools is prohibited, and the cover rule rises to 50 and then 75 percent;
- in Stages 2 and 3, draining is allowed only onto a pervious surface (ground that absorbs water), and only to repair leaks or lower the water to its maintenance level;
- in an emergency, filling swimming pools is on the list of banned non-essential uses.
Paint goes onto an empty pool, and it cures for days before the water goes back. If Stage 2 or 3 is in force, a repainted pool can't be refilled until the stage ends. Nor is repainting among the plan's reasons to drain in those stages. On October 6, 2026, the city's pages didn't say which stage was in force, so call Public Works before any water comes out.

Marion is built on expansive clay. By federal soil maps, Branyon clay accounts for about 69.5 percent of the mapped ground within the city's Census boundary. Houston Black clay takes 27.1 percent and Tinn clay 3.1. Of the local soils in federal shrink-swell data, Branyon scores highest, at 13.
Branyon's surface layer, as the county's 1977 survey describes it, is very dark gray clay about 52 inches thick. When the soil is dry, the survey adds, "water enters cracks rapidly until they close."
Cracks and soft spots come first
On ground that moves, the plaster under a coat of paint can crack too. The National Plasterers Council says structural movement can reopen old cracks in a pool or open new ones after plastering. One paint maker says its coatings are no repair for a weak surface: hollow or crumbling spots in aged plaster are found and fixed before painting. Another says never to recoat a pool whose old paint is scaling, peeling or blistering, unless only a few small spots are affected.

Marion requires a building permit for most new construction, remodeling or additions, and it must be in hand before work starts. Starting without one costs two and a half times the permit fee. Contractors working in the city must register with it, showing a driver's license, a state license where one applies, and liability insurance.
Inspections are handled by Bureau Veritas, the city's third-party inspector. The city lists Ordinance 15-2020, which adopted the 2015 International Building Code. No city page says if repainting a pool needs a permit, so check with the permit office at City Hall, or at permits@cityofmariontx.org, before the job is booked.

The town is named for Marion Dove. Dove's grandfather, Joshua W. Young, owned a plantation that the Galveston, Harrisburg and San Antonio Railway passed through in 1877. Town lots were auctioned that June, and German settlers moved in from a settlement on Santa Clara Creek. By the mid-1880s Marion had steam, grist and saw mills, two cotton gins, four general stores, a church, a district school and 250 residents. It was incorporated by 1941.
The 2020 Census counted 1,034 people and 439 homes, 396 of them occupied. The Census Bureau estimates 1,101 residents for July 1, 2025. City parks include Veterans Park, dedicated to the community's fallen heroes; Marion Ball Park, with one baseball and one softball field; and Lions Field, an open green space.

Check the stage, then drain
Public Works confirms the drought stage before any water comes out. In Stages 2 and 3, the water may only be let out onto ground that soaks it up.
Let the shell dry out
Solvent-based paint goes only on a dry shell. One maker waits about five dry, sunny days, then tapes clear plastic to the surface to test for trapped moisture.
Repair, clean and etch
Hollow spots and cracks are fixed first. Bare plaster is washed and acid-etched until it feels like fine sandpaper; a surface that is already painted isn't etched.
Paint in the right weather
One maker paints only between 50°F and 90°F, with nights no cooler than 50°F and no rain coming. A Guadalupe County July averages a 96° high, so summer painting moves to cooler hours.
