Seguin is the county seat of Guadalupe County, on Interstate 10 and the Guadalupe River. On August 12, 1838, thirty-three Gonzales Rangers laid out a townsite near Walnut Branch and named it Walnut Springs. It was renamed in February 1839 for Juan N. Seguín, and the town incorporated by charter on February 7, 1853. Its first schoolhouse, built in 1850 by John E. Park, inventor of Park's concrete, was recognized in 1962 as the oldest continuously used school building in Texas.

The city has grown fast. The 2020 Census counted 29,433 people, and the Census Bureau estimates 41,048 for July 1, 2025.

Max Starcke Park and the Seguin Wave Pool

Max Starcke Park covers 227 acres along the river. It was a pecan orchard until it was dedicated in 1938, and it now holds an 18-hole golf course, a paddling trail and the city's own surface water treatment plant. In the park's east section, the city's Parks and Recreation Department runs the Seguin Wave Pool, a 15,000-square-foot wave pool with a zero-depth beach entry, plus a splash pool. Its 2026 season ran from May 23 to August 2, and when checked in October 2026 the city listed it as closed for 2026, reopening in May 2027.

Seguin's permit and license rules for pool work

For pools, Seguin uses the 2021 International Swimming Pool and Spa Code, with its own amendments through June 3, 2025. Under the city code, a pool contractor needs a city license before doing any pool construction or repair that requires a permit. Contractors must also register with the Development Services Center before any permit is issued. When permitted work starts before the permit, the fees double.

The city's pool permit application has a 'Private' box and a 'Public' box. It wants a site plan with setbacks and impervious coverage, which counts pools and decks. On a commercial lot, that coverage may not pass 80 percent, against 60 percent for a home. The plans must show the pool barrier, a gate that closes and locks itself, and an audible alarm. An in-ground pool permit costs $225.00, and it lapses if work hasn't started within 6 months.

Texas sorts public pools into classes. A Class B pool is open to the general public. A Class C pool serves only occupants, members or students and their guests: pools at hotels, motels, apartments, condominiums, RV parks, property owner associations, clubs and youth camps.

The other is Carrizo Aquifer groundwater, bought from the Schertz Seguin Local Government Corporation's well field in Gonzales County. Since January 2026 the city also serves former Springs Hill customers, about 9,500 acres north of Interstate 10 between State Highways 46 and 123, up to Link Road.

Pool limits in the later drought stages

Seguin's drought plan, amended through December 17, 2024, limits pools in its later stages:

  • Stage 3, the alert stage: no filling of swimming pools; only makeup water, the water added to replace what evaporates or splashes out.
  • Stage 4, the severe stage: no new pools or hot tubs, no filling or makeup water for any pool, and drainage only onto absorbent, unpaved ground.

A resurfaced pool needs a full refill, so the stage in force decides when the work can start. On October 6, 2026, the city's published text named no stage in force. Confirm it with the City of Seguin before draining a commercial pool.
