A city built from five
Today's Bulverde was formed from five separately incorporated cities, the city says. Uniting them took twenty-two elections, starting in 1996, and the name City of Bulverde dates from May 11, 1999.
The city grew up along the Cibolo and Honey Creeks. Of the eight original homes built of quarried stone, five remain: the Pieper, Voges, Obst, Poss and Hitzfelder homes. Canyon Lake, the Honey Creek Recreational Area and Guadalupe State Park are a few miles away, and Bulverde Community Park has a splash pad, a bike trail and walking trails.
State history records place the first settlement, Pieper Settlement on Cibolo Creek, in 1850. The city now sits 19 miles west of New Braunfels and 22 miles north of downtown San Antonio.
The U.S. Census Bureau counted 5,692 residents in 2020 and estimates 7,337 for July 1, 2025.
1990s homes and a deeper finish
Bulverde's homes are mostly owner-occupied single-family houses. In the Census Bureau's 2020–2024 survey, 91.7 percent are owner-occupied and 93.5 percent are single detached, with a median value of $420,200.
The median home was built in 1996, and 36.2 percent date from the 1990s. Another 16.5 percent are from the 1980s and 12.8 percent from the 1970s, while 10.5 percent were built in 2020 or later.
No record counts the city's pools or says when they went in, so a house's year is only a hint. When a surface is due, glass is one way to go a step past plain pebble.

Bulverde places itself on the Edwards Plateau, with two kinds of ground. The uplands carry the Brackett-Comfort-Real soils: shallow, undulating to steep, over limestone or strongly cemented chalk. Lower down, on stream terraces and valley fills, the Lewisville-Gruene-Krum soils lie over loamy, clayey and gravelly sediments.
The U.S. Department of Agriculture's map inside the city boundary shows the same picture. Its largest units are complexes of Brackett, Comfort, Real and Doss soils, most of them mixed with rock outcrop, then Denton silty clay. The Real soil sits on soft bedrock at a typical 36 cm and the Doss soil at 46 cm. The department rates both 'Very limited' for shallow digging for that reason.

The City of Bulverde owns no utilities. Water comes from Texas Water Company, formerly Canyon Lake Water, and from Water Services, Inc., at rates set by negotiated settlement agreements between the city and the utilities.
Texas Water Company's Canyon Lake Shores system lists the City of Bulverde and Bulverde Hills among the areas it serves. Its 2025 report says the water comes from Canyon Lake Reservoir, the Trinity Aquifer and purchases from the Guadalupe-Blanco River Authority.
The company's 2025 drought plan has a pool rule that applies all year, before any drought stage. A pool may be drained and refilled only onto pervious ground, meaning ground that takes the water in, or onto a surface that carries the water straight to it. It's allowed only for one of three reasons:
- lowering the water after rain;
- repairing, maintaining or replacing pool parts that have become hazardous;
- repairing a leak.
Resurfacing isn't on that list, and the plan doesn't say whether it qualifies. Ask Texas Water Company before the pool is drained.
When the drought deepens
In Stage 3, filling a pool is prohibited, though topping it off is allowed. In Stage 4, all outside water use is prohibited except what livestock need.
The company's Comal County page, read on October 6, 2026, showed landscape watering once every other week, 7 to 10 a.m. or 7 to 10 p.m. That is the schedule it gives for Stage 2. Its Stage 3 note warns of further limits, including on installing and filling pools.

Bulverde's residential building permit application lists swimming pools as a project type and refers to the 2015 International Residential Codes. No work of any kind may start until a permit is issued, the form says, and contractors must register with the city before beginning.
The form doesn't say whether resurfacing an existing pool counts. Ask the Permitting Department at 30360 Cougar Bend before the job is booked.

One pebble-and-glass maker says to brush a new finish twice a day for the first 14 days, then at least weekly. Brush after adding chemicals too, since they sink and can etch or discolor the surface.
