A town built to last, since 1951
The town dates its start to a house at 204 Sequoia, built in 1951 for Gilbert and Grace Sargent. Its early residents, the town says, picked home sites for houses they meant to live in for the rest of their lives, homes built to last for generations. Hollywood Park was incorporated on December 7, 1955, and it grew from 783 people in 1960 to 2,299 by 1970.
The housing still reflects those early decades. The median home here went up in 1973, by the Census Bureau's 2020–2024 survey. About 29.0 percent were built in the 1960s, 27.7 percent in the 1970s and 10.9 percent in the 1950s. Most are owner-occupied, at 85.1 percent, and the median value is $481,900. The population has barely moved, from 3,130 at the 2020 Census to an estimated 3,140 in 2025. The coping says more about a pool's condition than the house's build year does.
Large lots and many trees
The town describes itself as mostly private homes on large lots with an abundance of trees, and its code keeps the lots large. No building permit is issued for a building on a residential lot under 20,000 square feet or with less than 100 feet of frontage. The district C garden-home lots are the exception.

The U.S. Department of Agriculture maps three soils inside Hollywood Park. The most widespread is Crawford, stony and Bexar soils, then Eckrant cobbly clay, then Anhalt clay. Crawford is 50 percent clay over hard bedrock at a typical 86 cm, and its shrink-swell measure (linear extensibility) is 8.3 percent. Anhalt goes further: 71 percent clay and 15.9 percent shrink-swell between 30 and 71 cm down. For concrete driveways and sidewalks, that much swelling earns Anhalt the survey's 'very limited' rating.
When the ground under a concrete deck swells and shrinks, the deck moves, and the coping beside it takes the push. The national model pool code is the International Swimming Pool and Spa Code. Under it, the joint between coping and a concrete deck must shield the coping and its mortar bed from that movement. The section of Hollywood Park's code that adopts building codes names the 2006 building, residential, plumbing and mechanical codes and the 2005 electrical code, but no pool code. So treat that joint rule as the industry's standard, not the town's.
That joint is usually filled with a flexible sealant. One sealant maker's two-part product handles movement of plus or minus 50 percent. It sits over a backer rod or bond-breaker tape, at a 2:1 width-to-depth ratio, and needs a primer and a 3-day cure before it goes under water. Hollywood Park's code sets its own pool rules. A pool, in the code's terms, is anything deeper than 18 inches and at least six feet wide. It must sit within the zoning setbacks, and a permit fee is charged to build one. Every pool, or the lot around it, needs a permanent fence or wall at least five feet high with secured gates.
Water is the other rule. No pool may be emptied in any way that lets water reach a street or public way. The town also treats waste of water as unlawful. Its examples include letting water run into a creek, drain, storm sewer or street, or onto someone else's land, without first putting it to its fullest beneficial use. Landscape watering is banned from 10 a.m. to 8 p.m. except by hand-held hose, bucket or drip.

The town makes the contractor responsible for getting a permit before any project begins. Applications are made in person at Town Hall, with no electronic filing. The town doesn't say whether replacing coping alone needs a permit, so ask the permit clerk there first.

The town's 1998 water code adopted the Edwards Aquifer Authority's critical-period plan as the Bexar Metropolitan Water District put it out. Its stages are tied to the J-17 well and declared by the mayor. That district is gone: its ratepayers voted in November 2011 to dissolve it into the San Antonio Water System (SAWS), with federal approval in January 2012. The town's website links to SAWS among its utilities, but no current town page names the supplier, so check your water bill.
If your home is on SAWS water, San Antonio's drought rule applies to it through SAWS. From Stage 2 on, pool water may be let out only where the ground can soak it in. The drain is allowed only after rain, or to fix a leak or a pool part that has become hazardous. Ask your supplier which stage is in force before any drain is planned.
