Texas State University counts 47,513 students in fall 2026, nearly 10,000 of them living on the San Marcos campus. The city grew from 67,553 people in the 2020 Census to an estimated 77,830 on July 1, 2025.

Most of the city rents. In the Census Bureau's 2020–2024 survey, 69.2 percent of occupied homes were rented. 27.1 percent of all housing units sat in buildings of 20 or more units, another 11.9 percent in buildings of 10 to 19, and 35.0 percent were single detached houses.

The city's 2025 multifamily status report counts 10,829 multifamily units, with 22,907 bedrooms, completed since 2012. Another 5,737 units were under construction, which the city defines as a site or building permit having been submitted, and 540 were under consideration.

What the city's drought stages mean for a resurfacing

On October 6, 2026, the City of San Marcos said it was in Stage 3 of its drought rules. Stage 3 bans filling swimming pools, along with washing cars at home, filling decorative water features and washing paved surfaces. The city's newer drought ordinance cut the number of stages from five to three, and its Stage 2 already bans draining and re-filling existing pools.

A resurfacing empties a pool and fills it again, so under the rules as posted it can't go ahead in Stage 2 or Stage 3. Plan the work for when the stage allows it, and confirm with the city before a date goes on anyone's calendar.

The Edwards Aquifer, one of the city's water sources, has stages of its own. As of October 6, 2026, the Edwards Aquifer Authority listed its San Antonio Pool in Stage 3.

Permits and the Permit Determination Form

Since April 1, 2023, San Marcos has used the 2021 editions of the International Residential Code and the International Swimming Pool and Spa Code, among others. Its Development Code covers the city limits and the extraterritorial jurisdiction, the zone just outside the city where it has limited control.

Questions about pools, decks and remodels go to Planning and Development Services, which may recommend a Permit Determination Form. The city's published rules don't say whether resurfacing alone needs a permit; that form is how unclear cases get sorted out. Applications go through the city's online permit system, MGO Connect.

State rules for apartment and association pools

Texas counts a pool run with apartments or condominiums, or by a property owners association, as a Class C public pool. It is open to residents or members and their guests, not to the general public. That brings the state's public-pool rules into the job, from drain covers to the color of the finish.

Two of those rules stand out for an older complex. Texas lets a minor renovation or repair to an existing public pool meet the building standard that applied when the pool was first built. And a public pool must close whenever its water drops below the operating range of its rim, gutter or skimmer system.

Hard water from three sources

The city's main system uses Edwards Aquifer groundwater, Carrizo-Wilcox water through the Alliance Regional Water Authority, and Canyon Lake water pumped from Lake Dunlap. Its 2024 water report, the latest with a hardness figure, gives total hardness averaging 16 grains per gallon (14 to 18), or 269 ppm (236 to 302). Hard water forms as water percolates through limestone and chalk, the city explains. Separate reports cover its Kingswood and Oakridge systems.

That matters once the pool is full again. Water high in calcium, alkalinity or pH lays scale on tile and finish, the National Plasterers Council warns. Water left out of balance the other way, toward dissolving the surface, can cut a finish's life severely.

The springs, the river and the city's pools

Spanish missions and a presidio stood briefly near the San Marcos River's headwaters in 1755. Thomas G. McGehee settled near the San Marcos Springs in November 1846, and when the Legislature organized Hays County on March 1, 1848, San Marcos became the county seat. Southwest Texas State Normal School, today's Texas State University, was chartered in 1899 and opened in 1903. In the 1960s, Aquarena Springs and Wonder Cave made tourism a steady source of income.

The city's pools include Rio Vista Pool and Splashpad, outdoors in Rio Vista Park. The San Marcos Activity Center adds a 25-yard indoor pool, kept between 82 and 84 degrees.
